SDA Explained: The Space Development Agency

The Space Development Agency, or SDA, is the Pentagon organization building the military's low-Earth-orbit satellite mesh for missile warning, missile tracking and tactical data relay. It was created to do one thing the traditional system could not: field satellites fast. Here is its history, how it is structured, how it buys, and the 2026 fight over whether it survives as a distinct agency.

The Space Development Agency (SDA) is a component of the United States Space Force responsible for rapidly building and fielding the Proliferated Warfighter Space Architecture (PWSA), a mesh of hundreds of small satellites in low Earth orbit (LEO). SDA exists for a single reason: speed. It was created in 2019 to field military satellites in years rather than decades, on a fixed two-year rhythm the traditional Pentagon space bureaucracy had never matched.

In plain terms: most military satellites take a decade or more to design, build and launch, and they arrive as a handful of large, expensive spacecraft. SDA was built to do the opposite, buying many cheaper satellites quickly from a wide field of contractors and replacing them every two years. That model is the agency's whole identity, and it is exactly what the 2026 reorganization fight, covered at the end of this briefing, is about.

Why SDA Was Created: Speed the Pentagon Could Not Build

Traditional military space acquisition was slow. A new missile-warning satellite could take a decade or more to go from requirement to orbit, and it produced a small number of large, expensive spacecraft that an adversary could target. By the late 2010s the threat had outrun that model: China and Russia were fielding hypersonic weapons that fly lower and dimmer than older missiles, and they were building anti-satellite weapons aimed at the few high-value satellites the United States depended on.

The push came from Michael Griffin, who became Under Secretary of Defense for Research and Engineering (USD R&E) in 2018. Griffin had argued since his work on the Strategic Defense Initiative (SDI) in the 1980s that the answer was a large constellation of small satellites in LEO. Hypersonic glide vehicles are thermally dim and hug the surface; in Griffin's view, only a proliferated layer of low-flying infrared sensors could track them reliably.

Here is the part most coverage skips. SDA was stood up on 12-MAR-2019, more than nine months before the U.S. Space Force existed; the Space Force was not established until 20-DEC-2019. Acting Defense Secretary Patrick Shanahan created SDA as a separate defense agency under Griffin's office, deliberately outside the Air Force's existing space-acquisition hub, the Space and Missile Systems Center (SMC). The establishment memorandum ordered an architecture not bound by legacy methods or culture. The logic was explicit: give the agency control of its own acquisition process and time to establish itself before becoming part of the new service.

It was contested. Air Force Secretary Heather Wilson, in a February 2019 memo, called SDA duplicative, said it added bureaucracy and argued the plan should not move forward until SDA had a mission no existing organization could perform. SDA survived anyway. In its first two years it lost three of its strongest backers; founding director Fred Kennedy, Shanahan and Griffin all departed, yet the agency awarded its first satellite contracts in August 2020 and launched its first satellites in 2023.

A Short History

SDA's first director, Fred Kennedy, led the agency only briefly in 2019 before departing amid the early turbulence. Derek Tournear took over in mid-2019 and became its longest-serving director, guiding it from a startup defense agency through its transfer into the Space Force and the first three tranches of the PWSA. Under Tournear, SDA awarded its first Transport and Tracking Layer contracts in 2020, launched Tranche 0 in 2023 and began deploying the operational Tranche 1 in 2025.

Tournear's tenure was not without disruption. He was placed on administrative leave in January 2025 during an investigation tied to a disputed contract, then reinstated on 17-APR-2025 once the matter was resolved. He stepped down in September 2025 to join Auburn University as its director of space innovation. GP Sandhoo, who had joined as deputy director in July 2025, served as acting director from that September and was named permanent director on 11-MAY-2026, the same date he was dual-hatted as the Space Force Portfolio Acquisition Executive (PAE) for Missile Warning and Tracking, a pairing that sits at the center of the reorganization debate below.

How SDA Is Structured: Two Bosses and a Deliberate Independence

For its first three and a half years, SDA did not report to the Air Force or the Space Force at all. From 12-MAR-2019 it answered directly to the USD R&E, the Pentagon's top technology official. Although the Air Force already had its acquisition hub in SMC, SDA was built separate from it, reporting straight to the under secretary so it could move at its own pace.

Congress then directed SDA into the Space Force. On 01-OCT-2022 it became a direct-reporting unit of the U.S. Space Force. Inside the service it reports along two lines: for acquisition matters it reports to the Assistant Secretary of the Air Force for Space Acquisition and Integration, and for all other matters to the Chief of Space Operations (CSO), the service's top officer. SDA was promised it could keep its culture and speed through the move; its own position is that independence, regardless of alignment, is what lets it stay the Department's constructive disruptor.

That independence is now the question. As of 11-MAY-2026, director GP Sandhoo is also dual-hatted as the PAE for Missile Warning and Tracking, and a House proposal would fold SDA's authorities into the PAE structure entirely. Full detail is in the reorganization section below.

The SDA Procurement Model

SDA's real innovation is not a satellite; it is a way of buying. The agency builds the PWSA in two-year spirals called tranches. Each tranche adds satellites, introduces new capability and replaces aging spacecraft, a method called spiral development that is designed to move faster than the traditional procurement cycle. Rather than chase a single perfect system, SDA fields a good-enough constellation quickly, then improves it on a fixed clock.

To move at that speed, SDA leans heavily on Other Transaction Authority (OTA), a contracting mechanism that lets the Department of Defense award prototype agreements outside the standard Federal Acquisition Regulation process, and on firm-fixed-price terms that cap the government's cost exposure. It spreads awards across many vendors, including non-traditional newcomers, rather than concentrating them in the big primes. Interoperability is enforced through published standards, including the optical communications terminal (OCT) standard and the NEBULA networking standard, so satellites from rival manufacturers can link into one mesh. That multi-vendor, standards-based approach is the through-line of Transmission 003, which traces how the PWSA began breaking the prime monopoly.

What SDA Builds: The PWSA

SDA's flagship program is the Proliferated Warfighter Space Architecture, a layered constellation in LEO. The Transport Layer is the laser-linked communications backbone; the Tracking Layer carries infrared sensors for missile warning and tracking; and planned Custody, Navigation and Battle Management functions round out the architecture. Across Tranches 0 through 3, SDA has awarded 537 PWSA satellites to nine manufacturers. The distribution is the clearest single picture of SDA's contracting strategy: traditional primes and newer space companies sharing the same constellation.

By satellite count, Northrop Grumman, York Space Systems and Lockheed Martin lead, with York, a non-traditional builder, sitting second. By contract dollars the order shifts toward the primes, because Tracking and missile-warning satellites cost far more than York's Transport buses. The 2026 Reorganization: Is SDA Disappearing?

The reorganization is part of a wider Pentagon acquisition overhaul that replaces semi-autonomous acquisition shops with a set of portfolio acquisition executives reporting to Space Force headquarters. SDA and the Space Rapid Capabilities Office were both created as antidotes to slow Air Force space acquisition; the reform argues that, with the Space Force now mature, those authorities should be consolidated rather than held in separate organizations.

It is important to be precise about what dissolution would and would not do. Folding SDA into the PAE structure would absorb its statutory authorities and its director's role into the broader Space Force acquisition organization. It would not stop the satellites: existing PWSA contracts continue, and Tranche 1, 2 and 3 hardware keeps flying and launching. The fight is over SDA's distinct identity and rapid-acquisition authorities, not over the constellation itself.

The stakes are whether SDA's speed survives absorption. The agency's two-year tranche cadence and OTA-driven contracting are cultural as much as legal; supporters worry that merging them into a larger structure reintroduces the slower habits SDA was built to escape, while reform advocates argue the PAE model preserves the speed while removing duplication. The parallel shift toward the Space Data Network for future transport adds a second variable, since it reshapes how the Pentagon plans to buy the next generation of data relay. What This Means for National Security

SDA is the institutional engine behind proliferated LEO missile warning and tracking, the sensing and communications backbone that more ambitious missile-defense efforts, including Golden Dome, are designed to sit on top of. How fast the United States fields a resilient, attack-tolerant space layer depends heavily on whether the agency that pioneered the fast-acquisition model keeps operating at that speed.

The reorganization is therefore more than an org-chart change. If consolidation preserves SDA's tranche cadence and multi-vendor approach, the proliferated architecture continues to mature on schedule. If absorption slows the clock, the timeline for fielding a survivable missile-warning and tracking layer slips, at exactly the moment hypersonic and anti-satellite threats are driving demand for it.

What This Means for Capital

SDA's contracting model is why a wide field of companies holds recurring satellite work: 537 PWSA satellites awarded to date across Tranches 0 through 3. Active builders include York Space Systems (NYSE: YSS), Northrop Grumman (NYSE: NOC), Lockheed Martin (NYSE: LMT), L3Harris (NYSE: LHX), Rocket Lab (NASDAQ: RKLB), Sierra Space, Tyvak (a Terran Orbital subsidiary, now part of Lockheed Martin), Raytheon (NYSE: RTX) and SpaceX. The two-year tranche cycle means new awards keep coming, and the program drives downstream demand for launch, ground systems, optical terminals and software.

Two things are worth watching. First, volume does not equal value: by satellite count York is one of the top builders, but by contract dollars the primes capture a larger share of total dollars spent, because Tracking and missile-warning satellites carry higher content than Transport buses. Second, the reorganization is the swing variable. If absorption into the PAE structure changes the tranche cadence or the OTA model, award timing and revenue recognition for contractors could shift; if the model survives intact, the recurring pipeline continues.
